My computer won't open programs?

When i try to open programs it has me choose a program to open it with i've tried to use system restore but it won't let me open it either. It won't open anything when we downloaded a new internet provider its security over road our computer

Try Online scanner GarbageClean http://www.GarbageClean.com it does pretty good cleaning.
Sounds like a virus. Use an online scanner.
