windows xp home edition. i just added netscape navigator and some security programs. now my computer won't turn off. it will restart but not turn off. any ideas?

1.Click Start, and then click Log Off.
2.Click Switch User.
3.Click Turn off computername.
4.Click Turn Off or click Restart.
5.At the prompt that warns that other people are logged on to this computer, click Yes.
Or, cold restart by unplugging it / plugging it back in.

Have you tried pressing the power button ?? If the BIOS is set right, it should shut down when you pulse the on/off button on the front of your PC,
shut it off on the main switch in the back of the hard drive or just fully unplug everthing.
